Did Russia play by the rules in reporting lab worker's death?

GENUINELY WHAT IS HAPPENING TODAY BECAUSE APPARENTLY A LAB WORKER DIED IN RUSSIA AND NOW EVERYONE IS WONDERING IF THEY ACTUALLY FOLLOWED THE RULES. SEE THERE IS THIS GLOBAL TREATY THAT 197 COUNTRIES SIGNED INCLUDING RUSSIA WHICH SAYS IF SOMEONE DIES AND IT LOOKS LIKE IT COULD BE AN OUTBREAK COMING YOU HAVE TO REPORT IT IMMEDIATELY BUT NPR IS RAISING QUESTIONS ABOUT WHETHER THEY ACTUALLY DID THAT. WE DO NOT EVEN KNOW THE DETAILS OF WHAT HAPPENED INSIDE THAT LAB WHICH IS SCARY AND THE WHOLE POINT OF THESE INTERNATIONAL AGREEMENTS IS TO PROTECT PEOPLE LIKE US IN CLUBS FROM SOMETHING SPREADING ACROSS BORDERS BUT NOW THERE IS THIS TOTAL UNCERTAINTY HANGING OVER EVERYTHING. THE TREATY IS SUPPOSED TO BE A SAFETY NET AND IT FEELS LIKE IT IS TEARING. OK BUT WHAT WOULD YOU DO IF THAT WAS YOU?

NPR reports on questions surrounding whether Russia complied with a 197-country treaty requiring nations to report deaths that could signal a future disease outbreak, following a lab worker's death.
